The verification schedule depends on tier level. Tier I offenders verify once a year during their birth month. Tier III offenders must verify every three months. Failure to appear for required verification is a criminal offense under MCL 28.729.

Michigan SORA and the Three-Tier System

Michigan's Sex Offenders Registration Act (SORA) is codified at MCL 28.721 et seq. The law was first passed in 1994 and has been updated many times. About 45,000 people are registered statewide. The law divides all sex offenders into three tiers based on the severity of the offense.

Tier I offenders serve 15 years on the registry and verify their information once a year. These include convictions for Criminal Sexual Conduct 4th Degree under MCL 750.520e when the victim was an adult. Tier II offenders stay on the registry for 25 years and verify every six months. This tier covers crimes like CSC 2nd Degree under MCL 750.520c and child sexually abusive activity. Tier III offenders face lifetime registration and must verify every three months. This tier covers the most serious crimes including CSC 1st Degree under MCL 750.520b and kidnapping of a minor.

Note: In October 2024, a federal judge ruled that parts of SORA were unconstitutional. Some 17,000 offenders may shift from lifetime to 25-year registration as a result.

When you search Detroit sex offenders on the PSOR, the search results page displays each person with their tier level and current status. The status can show as active, incarcerated, absconder, or homeless. The registry also shows non-compliant offenders who have missed required check-ins.

The PSOR search interface allows you to enter a Detroit address and find all registered offenders within your chosen radius.

Other Ways to Check Detroit Offender Records

PSOR is not the only tool you can use. Michigan offers several other databases that may have relevant information about people in Detroit.

The Offender Tracking Information System (OTIS) lets you look up Michigan Department of Corrections prisoner records. Go to mdocweb.state.mi.us/otis2/otis2.aspx and search by last name, first name, or MDOC number. OTIS records stay available for up to three years after a person's discharge date. This is useful if you want to know someone's conviction and release history. ICHAT is another state tool at michigan.gov/ichat for criminal background checks. It costs $10 per search and requires the person's name and date of birth.

For court case records, use MiCOURT Case Search at courts.michigan.gov/case-search. Detroit criminal cases from the 36th District Court and the Wayne County Circuit Court can be searched here. The system shows case status, warrant information, and docket entries. The National Sex Offender Public Website at nsopw.gov is also worth checking. It pulls results from all 50 state registries at once.

The OTIS system tracks Michigan prisoners and can help verify whether someone is currently incarcerated.
