Sex offenders in Dearborn register in person at the Dearborn Police Department. This is the local law enforcement agency responsible for sex offender registration within city limits. Registration must happen before sentencing in many cases, and any change to an address, employer, or school must be reported within three business days.

The Dearborn Police Department also offers several public services beyond registration. These include fingerprinting, gun registration, record checks, report copies, and FOIA request processing. All complaints about police conduct are referred to a supervisor for review. The department coordinates with the Michigan State Police to ensure the statewide registry stays current for all Dearborn offenders.

If the local department is not available for any reason, registration can be completed at the nearest Michigan State Police post. The MSP SOR Unit maintains the central registry and can be reached at (517) 241-1806 or by email at psors@michigan.gov. Offenders who miss their registration deadline face serious penalties under MCL 28.729, including up to four years in prison for a first violation.

Note: Any offender moving out of Michigan must notify their registration agency at least three business days before the move, or 21 days before leaving the country.

Michigan SORA and Tier Levels

Michigan's Sex Offenders Registration Act, codified at MCL 28.721 et seq., has governed sex offender registration in the state since 1994. The law divides offenders into three tiers. Tier I requires 15 years of registration with annual verification during the offender's birth month. Tier II requires 25 years with semi-annual verification. Tier III means lifetime registration with quarterly check-ins, four times per year. Each tier is determined by the specific offense, not by the judgment of an individual court.

Michigan has roughly 45,000 registered sex offenders statewide. Dearborn offenders are part of that count and appear on the same public registry as everyone else. The PSOR shows each offender's tier level in their profile. That tells you how long they must remain registered and how often they must verify their information. Tier III offenders are generally considered the highest risk and face the most frequent reporting requirements.

Tier I offenders may apply for removal from the registry after 10 years under MCL 28.728c. They must have completed all supervision, have no new felony convictions, and have no new listed offense convictions. Petitions go to the circuit court of the original conviction. Tier II offenders can petition after 25 years under the same standards. Tier III offenders are generally not eligible for removal, except in narrow cases involving juvenile adjudications or consensual acts between people close in age.

A federal court ruling in October 2024 found parts of SORA unconstitutional. Around 17,000 people may shift from lifetime to 25-year registration as a result. The Michigan legislature was given 90 days to address the ruling with new legislation. Anyone with questions about how that affects their case should speak with a Michigan criminal defense attorney or contact the MSP SOR Unit.
