Tier Levels in Jackson County
Michigan divides registered sex offenders into three tiers under MCL 28.725a. Tier I covers lower-level offenses, such as criminal sexual conduct in the fourth degree under MCL 750.520e. These registrants verify annually and remain on the list for 15 years. Tier II covers mid-level offenses. Criminal sexual conduct in the second degree under MCL 750.520c is a common Tier II offense. Tier II registrants verify every six months and remain registered for 25 years.
Tier III applies to the most serious sex crimes, including first-degree criminal sexual conduct under MCL 750.520b. These offenses typically involve penetration with serious aggravating circumstances, such as victims under 13 years old, use of a weapon, or an offender in a position of authority over the victim. Tier III registrants verify every three months and remain on the public registry for life. Tier assignment is set by the Michigan State Police based on the conviction record. It is not subject to modification by the Jackson County Sheriff's Office.
