Michigan SORA in Warren
Michigan's Sex Offenders Registration Act covers all Warren registrants. The law is at MCL 28.721 et seq. About 45,000 people are registered statewide, and Macomb County has a significant share of that total given its dense population. The three-tier system determines how long someone stays on the registry and how often they must verify.
Tier I offenders serve 15 years and verify once a year. Tier II offenders are on the list for 25 years and verify every six months. Tier III offenders face lifetime registration with quarterly verification. The tier comes directly from the offense of conviction. Tier I includes CSC 4th Degree against adults. Tier II covers crimes like CSC 2nd Degree and child sexually abusive material distribution. Tier III applies to CSC 1st Degree, CSC 3rd Degree, and kidnapping of a minor with a sexual component.
Non-compliance is serious. Under MCL 28.729, a first offense for failing to register carries up to 4 years in prison and a $5,000 fine. A second offense can result in up to 7 years. A third or later violation can mean up to 10 years. Failing to verify on schedule is a misdemeanor with up to 93 days in jail and a $1,000 fine.
Tier I offenders may petition a circuit court for removal after 10 years under MCL 28.728c. They must have no new felonies and must have completed all their sentence terms. Tier II offenders can petition at 25 years. Tier III registrants generally cannot petition for removal with very limited exceptions.
