Searching Muskegon County Sex Offenders Online

The free Michigan Public Sex Offender Registry search tool is the best place to start when looking up registered sex offenders in Muskegon County. You can filter results by county, city, zip code, or street address. Name searches work as well. Each offender profile shows a current photo, home address, vehicle details, and the offense that required registration. The registry is updated on a rolling basis, so changes made within the three-day window set by MCL 28.725 tend to show up quickly.

Muskegon County is the most populous county in the western portion of Michigan's Lower Peninsula. With around 175,000 residents, it has a sizable registry. The county seat is the city of Muskegon, which sits along Lake Michigan. Smaller communities like Norton Shores, Muskegon Heights, and Fruitport Township are also part of the county and share the same registration process through the Sheriff's Office. If you are searching by city or township, the PSOR lets you filter down to very specific locations.

Muskegon County Registration Tiers

Michigan classifies every registered sex offender into one of three tiers under MCL 28.725a. The tier is set at sentencing based on the nature of the offense. It does not change later based on conduct, and the Muskegon County Sheriff has no authority to modify it.

Tier I applies to lower-level offenses, such as fourth-degree criminal sexual conduct under MCL 750.520e. Tier I registrants in Muskegon County must verify their information once per year with the Sheriff's Office and stay on the registry for 15 years. Tier II covers mid-level crimes like second-degree criminal sexual conduct under MCL 750.520c. Tier II registrants verify every six months and remain registered for 25 years. Tier III is the most serious level and covers crimes such as first-degree criminal sexual conduct under MCL 750.520b. Tier III registrants must verify quarterly and remain on the public registry for life.

Fees are fixed by state law. Initial registration costs $50. Annual renewal is $50, with a lifetime cap of $550. Fee waivers are available in limited cases.

Michigan Law and Muskegon County Compliance

The Sex Offenders Registration Act, found at MCL 28.721 and the sections that follow, governs registration across all 83 Michigan counties. Muskegon County operates under this same statewide framework. The law defines who must register, sets the reporting schedule, and spells out the penalties for failing to comply.

Non-compliance is a felony. Under MCL 28.729, a first violation can result in up to four years in prison and a $5,000 fine. A second offense raises that to seven years and $10,000. A third offense can mean ten years in prison and a $10,000 fine. These penalties apply whether the violation is a failure to register initially, a missed renewal, or a failure to report an address change within the three-day window. Muskegon County prosecutors take these violations seriously.

Registrants who move away from Muskegon County must notify the Sheriff's Office and re-register in their new county. Those who move out of state must follow both Michigan's exit requirements and the registration rules of the new state. Registrants who spend more than seven consecutive days in another Michigan county must register there as well. Under MCL 28.728, the Michigan State Police manages the central registry database and makes it available to law enforcement and the public through the PSOR.

Note: Registrants who are unsure whether a temporary stay in Muskegon County triggers a registration requirement should consult the MSP SOR Unit before the deadline passes.

Other Muskegon County Offender Records Tools

The sex offender registry is not the only public records tool available for Muskegon County. The Michigan Offender Tracking Information System (OTIS), run by the Michigan Department of Corrections, lets you check whether someone is currently on parole or probation in the state. If you know someone recently left state prison and may be in the Muskegon area, OTIS is a useful complement to the PSOR.

For a broader background check, the Michigan State Police operates ICHAT, the Internet Criminal History Access Tool. A search costs $10 and returns Michigan felony and misdemeanor conviction data. It covers far more than sex offenses and is worth using when the PSOR search comes back clean but concerns remain. The National Sex Offender Public Website (NSOPW) is free and searches across all fifty state registries at once, which is helpful if someone may have moved to Muskegon County from another state.

Court records for Muskegon County cases can be searched through MiCOURT Case Search. The 14th Circuit Court handles felony matters in Muskegon County. The 60th District Court covers misdemeanors and lower civil claims within the county seat, while the 79th District Court serves other parts of the county.
