Huron County Registration Requirements

All sex offender registration in Huron County takes place at the Huron County Sheriff's Office, located at 120 S. Heisterman St. in Bad Axe, MI 48413. The sheriff's office phone number is 989-269-9910, and the fax is 989-269-6616. Registration must be done in person. You cannot register by mail or online. When you go in, bring a photo ID, proof of your current address, and information about any vehicles you own or regularly drive.

Michigan's Sex Offenders Registration Act, starting at MCL 28.721, applies uniformly across all counties. Under MCL 28.723, a person convicted of a qualifying offense must register before or immediately upon release from custody, or within three business days of establishing a Michigan residence. Any change in address, vehicles, online identifiers, or school enrollment must also be reported in person within three business days. This applies regardless of tier level.

The registration fee is $50 at the time of the first registration and $50 for each annual renewal. The maximum lifetime fee is $550 under state law. Failure to comply is a felony. A first offense under MCL 28.729 can result in up to four years in prison and a $5,000 fine. A second offense can mean seven years and $10,000. A third or subsequent offense carries up to ten years and $10,000.

Tier Classification in Huron County

Michigan classifies all registered sex offenders into three tiers under MCL 28.725a. The tier depends entirely on the offense of conviction, not on anything the person does or does not do after conviction. Tier I covers lower-level offenses, such as criminal sexual conduct in the fourth degree under MCL 750.520e. Tier I registrants must verify their information once a year and remain on the registry for 15 years.

Tier II applies to mid-level offenses. Second-degree criminal sexual conduct under MCL 750.520c is one example. Tier II registrants verify every six months and remain registered for 25 years. Tier III is reserved for the most serious crimes, including first-degree criminal sexual conduct under MCL 750.520b. These offenses typically involve penetration and serious aggravating factors, such as a victim under the age of 13. Tier III registrants must verify quarterly and remain on the public registry for life. The Michigan State Police assigns tier status when a person first registers, based on the court conviction record.

Note: Tier classification cannot be changed at the county level and is set solely by the offense of conviction under state statute.
