How Sex Offenders Register in Antrim County

Registration in Antrim County takes place at the Antrim County Sheriff's Office in Bellaire. Under MCL 28.723, every person convicted of a qualifying sex offense in Michigan must register. This applies to residents who live in the county as well as those who work or attend school here. A person who is released from custody must register before or at the time of release. Someone moving to Michigan from another state, or moving within Michigan, must register at a local law enforcement agency within three business days of establishing a new address.

At registration, offenders must provide a government-issued photo ID, proof of residence, and vehicle information. Under MCL 28.725, any subsequent change in address, employment, school enrollment, or vehicle ownership must also be reported in person within three business days. This applies to all tiers. The initial registration fee is $50, and there is a $50 annual renewal fee. The lifetime maximum is $550. Offenders who attempt to register by mail, phone, or online rather than in person are not in compliance with the law.

Note: The Antrim County Sheriff's Office maintains the local sex offender registry and provides information about registrants' names, addresses, and conviction details to the public upon request and through the statewide PSOR.

Tier System and Antrim County Offender Listings

Michigan's three-tier classification system under MCL 28.725a determines how long each registrant stays on the list and how often they verify. Tier I covers lower-level offenses, such as fourth-degree criminal sexual conduct under MCL 750.520e. These registrants verify once per year and remain listed for 15 years. Tier II includes mid-level crimes, like second-degree criminal sexual conduct under MCL 750.520c. Tier II registrants verify every six months and stay on the registry for 25 years.

Tier III is for the most serious sex offenses, including first-degree criminal sexual conduct under MCL 750.520b. Tier III offenders must verify every three months and remain on the public registry for life. Every profile on the Antrim County section of the PSOR displays the registrant's tier level. This tells you how frequently they must report to law enforcement and gives you a sense of the seriousness of their conviction. Michigan has about 45,000 registered sex offenders statewide, and Antrim County's registrant count reflects its population of around 24,000.

Tier assignment is done by the Michigan State Police at registration. Local sheriffs do not have the authority to change a person's tier. If an offender believes their tier is incorrect, they must work through the state process, and in some cases through a court petition under MCL 28.728c.
