Where Sex Offenders Register in Kalamazoo

Sex offenders in Kalamazoo must register in person at the Kalamazoo Department of Public Safety. This department combines police, fire, and EMS services under one agency. When an offender moves to Kalamazoo, starts a job here, or enrolls in school, they have three business days to report in person at KDPS. The same applies when any of that information changes.

The Kalamazoo County Sheriff's Office can also handle sex offender registration for those who live outside the city limits but within the county. When registering, offenders must bring a valid Michigan ID or driver's license, proof of residence, and any vehicle information. The registering agency collects a $50 fee at the time of initial registration under MCL 28.725.

Offenders who are homeless must still register. Under state law, they register using a description of where they sleep, such as a park or shelter. KDPS handles these registrations the same as any other. Failure to register on time is a felony under MCL 28.729 and can result in up to four years in prison for a first offense.

Michigan SORA and the Three-Tier System

Michigan's Sex Offenders Registration Act (SORA), found at MCL 28.721 et seq., governs all sex offender registration in the state. The Michigan State Police SOR Unit enforces the law and maintains the statewide registry. SORA divides offenders into three tiers based on the severity of their offense. Each tier has different registration lengths and verification schedules.

Tier I offenders committed lower-level offenses such as Criminal Sexual Conduct 4th Degree under MCL 750.520e. They must stay on the registry for 15 years and verify their information once a year during their birth month. Tier II covers mid-level offenses including Criminal Sexual Conduct 2nd Degree under MCL 750.520c. Tier II offenders register for 25 years and verify twice a year. Tier III includes the most serious crimes, such as Criminal Sexual Conduct 1st Degree under MCL 750.520b. These offenders register for life and must verify every three months.

Michigan has roughly 45,000 registered sex offenders statewide, making it one of the largest registries in the country. Kalamazoo County holds a portion of those registrations. Note: A 2024 federal court ruling found parts of SORA unconstitutional. Some offenders previously classified as lifetime registrants may be reclassified. Check the PSOR for current status of any specific offender.
